This means that 4" is the widest they will be. For example, Coffee would be 4" and Tea would be shorter since there is only 3 letters. If Tea were stretched out to 4" then it would be out of proportion or very tall compared to something like Coffee. Some letters such as (f,g,j,p,q,y) will drop down about a half inch lower then other letters making the total height about 2". These labels come in exterior vinyl. This will help them last longer through washing and handling.The background / letters will be the color of what you apply these on. Color examples are shown in the image below. Please note that the headers above the colors are listed as Interior and Exterior.
